FALKLAND ISLANDS 1897 SG16 Cover from Stanley to Washington official Department of Agriculture acknowledgement of receipt card

1897 (DE 23) official United States Department of Agriculture Library printed acknowledgement of receipt card, sent by the U.S. Consul in Stanley to Washington, and underfranked by 1891-1902 ½d green, tied by type F1 cds. Accepted for despatch by the Falklands post office (perhaps as a courtesy to the sender ?), the deficiency was noted in London where a hexagonal tax mark (completed for 5c) was applied before being forwarded to the USA. Washington arrival ds on face (FEB 12) with 'COLLECT / POSTAGE 2 CENTS' h/s alongside. A couple of trivial blemishes of no significance, still an exceptional and very interesting usage. Carried on board the S.S. 'Ramses'. [The sender, John Harris Miller, a former Confederate soldier, spent four years as U.S. Consul on the islands, and is also remembered today as a humorist under the nom-de-plume 'Happy Jack'.]
